Nene, Suisei and Towa were going to dance practice almost every day for a month for their Christmas live, and their dance choreography wasn't anywhere near as complex as the ones in Mel's live. Even after all that practice, they still made mistakes in the final live. Obviously Mel's live was different in that it's pre-recorded, so if they made a mistake they can just do another take, but it would still be difficult to get a take where each member performs perfectly when the dance choreography is way more difficult than the level they are used to.
As for "why", Mel probably wanted to have complex dance choreography while still being able to sing with her friends, but the choreography was well above their level, so they had stand ins. It's possible some of the better dancers in the group actually were controlling their models, but I'm almost certain at least some of them are stand-in dancers.
