There is no such thing as "accidentally blocking someone". To block someone you need to press another button confirming you want to do it. It is possible she meant to block someone else and didn't notice she was blocking the Niji account, however.

We've never had a full transfer of a character from one agency to another before. I feel like if this were to happen it wouldn't be a very smooth event however. Nijisanji is made up of cliques that himawari is part of. Removing her terribly upsets the dynamics of certain groups and would likely reflect badly on the look of every party involved
