It seems you two and I agree that 1) is not likely to be the case.
The difference between 2) and 3) is that on whether they care or not care if vtuber audience is affected along with their actual targets.
If they show any concern about hitting the wrong target I agree with both of you: it is a bug, a defect, something that they definitely want *not* to happen but is happening.
But if they show no concern, even being unambiguously shown that is hitting the wrong audience, the wrong target then it is **not** a bug, but "collateral damage" on a feature they want to work exactly like that.
it's a lot like bombing a whole building to kill a confirmed terrorist, and killing everyone inside. You can't possibly claim it is "an accidental killing" just because the only intended targets are the terrorists, specially if you continue doing it after being told "hey, there are other people in the building".
