For context it's perfectly normal for it to drop as a stream starts because there's always a delay before some people move from the waiting room into the stream. What's not normal is failing to hit the waiting room number during the course of the stream. In that first pic what you're seeing is 18,000 people waiting for the stream to start, it dropping down to 2k when it starts and then never getting back above 11k. Which is obviously horseshit because the 18,000 people waiting to start definitely did watch the stream. So viewership had to be at least that amount.
A stream failing to get more viewers than the number of people waiting for it was unheard of before this week. It's literally never happened until whatever changed.
