Like Pekora's laugh for example, you need some shit that hooks attention on viewers. That makes vtuber clippable and helps with spread.
Doing short vids people can easily share on twitter also helps a ton, spiffing brit did a video about it and other methods how to break YT algorithm. There's no sin in abusing big corpo it's not like they would be able to take viewers and subs away.
TL;DR: vtuber popularity is a) having a catchable charm point b) leveraging everything you can to spread your name far and wide
If you don't have a) then b) won't amount to anything people would just pass over. If you have a) and don't do b) you'll remain obscure.
"Creatifity" per se is a meme: none of the popular VTubers are really doing anything massively unique. Sure they have small gimmicks here and there like specific type of ASMR or discord circlejerk or viwer submission music playlists but that's not what gives you BIG BREAK.
