The stream has a potential of 100k, from that number, only (let's say) half of them are pre-certified, so it doesn't matter if they join early or late, they will always be counted, they are whitelisted.
Everyone else just keeps piling up on a verification queue, which is not verified live because by the time they finish validating, the viewer might not be watching, so they do it after the video finishes processing.
TLDR: YT is NOT verifying viewers as the live is running, they are just making sure that the whitelisted viewers are actually watching (not muted, tabbed in, etc). The current CCV number reflects the portion of the viewers that are 99.9% confirmed real and I would guess that, on the final cut the streamers see some days later in their analytics, is adding viewer that are something like 80% sure they are real.
They probably run a fuzzy logic model or a shitty clustering algorithm to determine those percentages.
