Individual bases should be safe, since basebuilding works by claiming a circle of space that only you can build in. However, I don't think there are ways to privatize the system you build in, so anyone will be able to drop in and start building bases nearby if they manage to find the system.
You can't really sabotage other players too badly iirc - PvP is opt-in, and PvE doesn't damage bases. However, if fans start swarming the system and building bases near streamers, there's not much that can be done.
Honestly, you'd have better luck with a dedicated survival game like Project Zomboid or something where you can actually make a private server. NMS has come a long way but I don't think it'd do well for streaming, since anyone can drop into the system and start building. Maybe as a one-off, but it'd probably get out of hand quick.
