I'll admit I didn't put much thought into the logistics of it, and probably am not skilled enough to make an even half-decent game. It'd either require learning an engine like Unity from scratch or using RPGMaker/Renpy. At that point you'd be better off making something yourself since they have no barrier to entry, and I'm not confident in my ability to maintain deadlines or manage projects.

I do wanna make something using Tsugu at some point though, I just don't think I'm skilled enough yet to justify taking up an artist's time.
Feel free to use those ideas for your own content if you ever want to. Even a CG set or doujin would be great, Tsugu always needs more guro/ryona doujins.
