Teenagers are dumb in general + she did some drinking streams, so she could still be 18 or 19 and have had those be the problem (drinking age in Japan being 20). In which case the drinking streams were still dumb, but she wouldn't have had to actually lie about her age to get in at all.

She did drinking streams. Like she actually got seriously drunk on stream. So if she was underage she was guilty of underage drinking while on the job. There's plenty of other vtubers who stream underaged, but getting directly caught out for underaged drinking could easily cross the line.
