Wouldn't going through COVER land him better contact? Watame doesn't go through Mori even if one can argue their collab song is "popular". IRyS too, even Suisei.
Rikka has one song with Mori and even then his viewers are still mostly the same demography (does the collab even matter nowadays?).
EN viewers mostly just watch EN, especially the significant numbers inside Mori's and Gura's. Pandering to them might bode well IF you speak english in the first place (and even then it's not guaranteed, look at the rest of EN who collabed much with them). Izuru would just get a bit of boost, then recline again, not accounting his chat.
