The original plan was for a fully urban Megaplex to be hosted in the center of the city, with a completely sealed industrial/shopping center in the heart of the city, with giant office buildings jutting out of the dome that would've sealed it off from the rest of the world and allowed for temperature-controlled city conditions at all times.
Then you have the relaxation center in the middle ring, which would've been for suburban-style entertainment, school buildings, municipal centers, all of the standard parts of an American town.
Finally, the outer ring would've been for housing complexes, each sub-divided into local neighborhoods build in a ringed structure, with giant park complexes in the middle.
There would've been no cars in E.P.C.O.T, except for giant underground highways that would be used for commuter/tourist traffic, parking for residents/tourists, and dedicated truck lanes for supply infrastructure drop-offs. The entire city would've had a never-ending series of individual-level trains, called "People-Movers," which would serve as the only mode of transportation from place to place outside of walking.
