That's useful for extrapolation. If that's not allowed, that means the "virtual" part is very important. So avatars need to be involved, so that gets rid of any streamer without one.
Considering the Youtuber who streamed once with an avatar also got publicly banned when posted, that means occasional use isn't enough. So People like Vinny don't count even if they do occasional stuff.
