Because, before and after Pewdiepie, there already were hundreds or even thousands of meme review shows/formats, so Coco's would be thousandfold rip-off.
And in some sense, it's quite possible that there were even vtubers who did something similar to meme review before Coco, like asking fans to do some funny content for them and then reviewing it.
The reason why people consider Coco's meme review successful, is because:
1. It was constant
2. Coco gathered a pretty big fanbase even before her first meme review
3. Invited guests pulled their own fanbases to watch meme review
4. Youtube algorithm boom happened right before she started doing meme reviews
To me, it's pretty clear that her meme reviews were popular mostly not because of their quality, but because of those points. If you watch Mumei's meme review, you'll clearly see that it's on the par with Cocos or even better in quality. Also, we've yet to see a promised meme reviews from Mysta from NijiEN. I am particularly interested in those, because male humor is objectively superior to female humor.
