The only "rule" Cover has in place is probably something like "1. Don't mention your Hololive persona on your roommate account. 2. Don't mention your roommate on your Hololive account". (basically, no blatant kayfabe-destroying personal crosspromotion). As long as you do that, they mostly leave you alone otherwise (barring you doing actual illegal shit as your roommate, but that hasn't been tested before), and they certainly don't forbid you from doing roommate activities just because the YT algo might "doxx" you (that's nothing they have any control over, and again, if they cared, they would've stopped other talents' roommate activities long before too).
The real reason why Mori doesn't just simply do all her Connor/TT-clique simping and hangouts just on her roommate channel and keeps that out of her Hololive persona is simply to amass clout and relevancy for her eventual switch into her favorite eceleb circles. She wants to be SEEN doing that shit with her precious buddies, and her 1.9mil Hololive vtuber persona brings the most eyeballs. She also only has value for her new TT/Vshojo "friends" as Mori Calliope, the 1.9mil vtuber from the most popular agency, they wouldn't even look at her twice if she was still just the relatively unknown niche rapper DD, but as Mori she can bring her massive fanbase with her (and vice versa, bring the TTfag fanbase into Hololive, thus assuring further access for these ecelebs to worm their way further into that universe that was otherwise closed off to them, to leech). So of course those people request that she interacts with them as her "Mori" persona, and she is all to happy to oblige because she wants to ingratiate herself to them as her meal ticket to when she becomes an eceleb herself.
