If you want a serious answer, no. Everyones numbers (which would be an objective signifier of this "decline"), HoloEN, NijiEN, VShojo have all been increasing in reference to their usual (i.e. a Holo with 7k CCV typically, now gets 8-9k with 10k becoming a bit more common, a Niji with 1k CCV typically, now gets 1.5-2k with 2.5-3k becoming a bigger possibility. I cant really give a fair example on VShojo since I dont keep up with them, so I wont. But taking a peek at their numbers while streaming is no joke. Theyre just below or keep up with Holo in terms of CCV.) So, again, no. It isnt declining.
