Nijisanji already had a reputation of having male vtubers in their roster and letting they intereact freely with the female ones plus people from outside the company, vtuber or not and giving their members freedom to behave however they wanted (within reason of course), not to mention that many could go toe to toe or even surpass the girls, to the point those were of the few things the west knew about the company, which gave Luxiem a very solid foundation to work with, and is the reason why many were surprised at NijiEN being female only for so long and that it was at all.
Fans of Nijisanji were awaiting eagerly for the males and when they were finally announced they were hyped to hell and back by the fans AND the girls (and even by some livers of other branches) and were welcomed with open arms into the branch.
Luxiem also taped into a untapped market (that was bigger than even the most optimistic individual expected) and benefited greatly from first mover advantage and being so heavily aimed towards that kind of market and pandering to it (the female one, combined with the eastern one).
A HolostarsEN wouldn't have any of that.
The greater part of the Holofanbase is utterly uninterested in the Stars, some parts outright hate them and a small part tolerates or actually likes them, and even Starsfans are wary about the idea of StarsEN.
Hololive has no real reputation of male talents and the Holostars' foundation is pretty small and unstable, even more so in the EN market, and the girls would barely pay them any attention and would treat them just like they do the JP Stars (barely any mention, dismissal of their existence, denial of collabs/interactions, etc) and be left alone on their own for the greater part of their existence.
They also wouldn't have quite the same ease to access the kind of audience Luxiem tapped into that Luxiem had and with how anal EN management is about outside collabs, those guys would be left in a worse position than the JP Stars networking wise.
So yeah, the chances of a StarsEN "mogging" NijimaleEN are stupidly small, the circumstances and "ecosystem" they would be in are just not the ideal ones for a group like that, it would be a very uphill battle.
