So vtubers don't appear to be growing based on that, veis stats show a large increase since the start of january this year only, the 6 months before that she was increasing, going from average viewers between 6.5 and 7.5k to betwen 7k and 8.5k. January saw 11-12k+, that's 33% of her entire viewers that are entirely from the drama/happening and will disappear immediately afterwards, along with whoever is disenfranchised by either her behaviour, drama, or lack of streams etc.
I think you probably mean mid sized chuubas are growing, which is true because if holo and niji show you anything its that the same group of poeple will watch a tonne of your chuubas and its mostly the same fanbase they all have. But the ones at the top? Not growing so much because the market is capped and they've not dug up a new market to appeal to on top of the one they've already maxed out
