Mel was leagues more successful than anyone in Gen 0 or Gen 1 who had joined by that date and wasn't committed to Hololive cause why the fuck would you abandon your successful main career for a niche market with seemingly no real prospects. In 2018, there was no way to foresee that Vtubing would take off as a global phenomenon thanks to Covid.
Aki was apparently meant to be the 'leader' of Gen1 but she debuted right when her degenerative hip was getting to a point where it would have some major repercussions if she didn't get her delayed operation done at last. Missing so much of her crucial early months has given her a permanent debuff that she only briefly removed thanks to one of the best Holo clips ever. Unfortunately that lightning she captured in a bottle only lasted for a mere few weeks before Gura and rest of HoloMyth snatched Aki's new audience back from her.
Haachama was too young, too normie and dealing with shitty Australia internet/society to maximize her potential in Hololive. We do see brief sparks of her creativity every so often and it is spectacular but there is the possibility she is returning to the same well too many times and getting diminishing returns. She is also the most non-gamer in all of Hololive and that's a big debuff.
Matsuri had a really nice strong start but she has thrown that and much of her success away over the years through her various Menhera episodes and yabai moments. At this point she is treading water just slightly above Mel and Aki.
Fubuki pretty much is the only survivor and this is in part thanks to her seeing how rough the situation was with her Gen and abandoning it by bringing in her friends to form HoloGamers...which she has somewhat abandoned now for the absolutely kino Bakatare Trio.
