No accounts always counted for a stream, an old account with premium COULD count if they hadn't been flagged, but the instant they were flagged they stopped counting in real time for ANYTHING.
There's proof of the delayed verification from Hal, Selene, and some indies as well. Youtube THEMSELVES have responded with this 'delayed verification' note too.
So unless you're going to say Youtube, Hal, Selene AND several people who have tested are all completely untrustworthy, I don't know what else to tell you.
The only thing that's speculative is that relays have a heavy effect on it, and that's speculation based on the fact the culling started to become very noticeable after the Hololive karaoke relay on Christmas (and that this is could be mistaken by some errant AI as 'bot' behavior).
