I wonder if Cover would even let the streamers go out and get a third party editor. It's super easily worth paying for someone just based on the #'s clip channel get, but I could see Cover being cheap/lazy/restrictive here.

No, it still has big potential. It's just harder content to make. In the future the most successful vtubers will probably do a little of both. Videos to provide compact entertaining content to viewers and streams to provide more fan interaction with them.
