granted, i don't think it's a hygenic thing, i think it's just a sensory thing. i wear my hair long (down to my bellybutton if i straighten it fully), and when i first went from short hair to long hair it was itchy as hell on the back of my neck. but eventually your brain just tunes out that excess continuous stimuli so you don't feel it anymore. i think pubes and facial hair are the same way, it's just itchy until your brain stops telling you it's itchy, but to get to that point you just have to bear with it for a bit.
