Council, with the exception of Mumei (unless there are intergalactic civilizations), have larger considerations. People aren't their focus. To some extent it may even be a point of contention among the members: Fauna losing influence of nature to man, Bae wanting to see strife because it amuses her, Kronii seeing everything we consider permanent as just a passing fad, Sana thinking about way more than just one planet. Council are friends as a group but I think they would butt heads more than Myth because the areas they are responsible for sometimes conflict. Even if they do improve their understanding of how everything balances.
