The fact that chuubas who make no attempt at GFE/gosling-inducing behaviors will STILL get goslings and gachikoi anyway proves that it's an inherent thing from the audience - the question is, which ones look to exploit these kinds of emotions or not.
Rushia and Lamy are the ones who do in Holo but it's really Rushia like 5x over Ramy, Lamy does the part too but isn't actually attempting to corral her fans to be limited to only her and going around looking up her top donors' social media accounts to go nag them on (rushia actually does this). So that's like, 2 real GFE ones, out of 50. It's actually not common for there to be ones explicitly oriented towards that, more like it's just an incidental thing that they try to do on the side if they notice there's an interest for that.
Granted many JPs do ASMR and voice packs and such things, and a bunch are signed up to do that Valentine's event thing etc, but these ones still generally produce actual content 99% of the time otherwise and aren't laser-focused on the GFE/role play waifu part. Rushia, once again, was in fact that and she really isn't jack shit if you tried to sum her up outside the GFE aspect. She literally does nothing but suck at games, can't sing or dance, has really not much of anything interesting to say/talk about otherwise. All she is good at is sounding cute and looking/acting helpless to elicit feelings of wanting to cherish/protect her, really she could have been an ideal daughter-stand in type if she wanted but she instead went for the GFE route.
