It's that she lied. Or at least 'appears' to have lied. Honestly, I'm more inclined to believe Occam's razor here. The most simplest reason is most likely the correct one. At the moment that's basically the Apex excuse where they'd made arrangements to play games together later that night and he was just letting her know he'd be free soon to play.
As for why she hasn't responded yet if it's that simple? It's not her choice. Cover basically owns anything related to Rushia so she can't speak unless they let her so they're probably trying to get every single detail and make sure there's an iron clad story in place before going public. Also probably trying to wait for the initial hate boner wave to end.
