I see where you're coming from but the application makes a point of asking for streaming experience (if any) as well as asking for a character pitch.

While that doesn't specifically point towards existing vtuber experience it would seem to me that that's certainly a plus to them.

It appears that Holo recruiting commonly aims for people who don't necessarily have some huge fallback option if it fails, which both incentivizes them to take it seriously/stream a lot and makes them more attached to the company because they became a star through it as a Holo. This is not always the case, but it seems to be the most common thing for them to find diamonds in the rough.

Given how common it is for someone to be incredibly good at singing but just never get out there because no connections it'll likely be some literal-who of who of whos instead of a big name, with maybe only a little bit of prior known music out there.

Most of the Holos are damaged in some way, shape or form, it's been called Yagoo's home for broken girls by hlg and hlgg. I see it as a fair trade off, Cover throws them a lifeline and after a year they're free to leave and pursue whatever they want. No one has done this because if you make it past your first year, the streaming requirements and other obligations are thrown out the window just look at Ayame for example.

Trannies are already a really small demographic and not many of them are gonna fit the "can sing well in a female voice" requirement, so it's very unlikely that any of them will make the cut, but if they were gonna automatically reject all trannies, they could've just cut the "(any gender may apply)" part of their statement and nobody would've gotten mad.
