This could only work if you do it backwards: first hire the actress, who would have to be willing to dedicate all her time to this project instead of pursuing other roles, have her stream for a while to get a feel for how she acts towards her audience, and then you write and produce the entire anime around her. Which is just a ludicrous idea.
Now if you're talking about just doing some scripted videos instead of livestreaming, then it could totally be done, but the videos would be little more than ads for the show.
