He is suggesting that the behavior is irrational, similar to folk tales of witchcraft making people act against their will/act in silly ways. However, the behavior he's describing makes sense, it is expected. At least that's how I interpreted his statement.
You could replace spending money on girls with spending money on video games, on sports, on nice food, on vacations, on books, on streamers. They're all expected, and give the consumer some utility. Spending money on your Mom satisfies a family-based social need. Spending money on girls satisfies a social need as well.
