The US government would be setting a new precedent of blocking something at a network level in doing this. The effort to do that, including dealing with everyone complaining about how it's censorship, isn't worth it for an app with retarded, dancing teenagers. The most they'd probably have done is pressure Apple/Google to take it out of app stores, but any kid with two neurons could follow a tutorial to install the apk.
