Pekora is not some unsolvable mysterious enigma just because she speaks Japanese.
Anyway, talking about a potential collab is something that can actually happen though especially with how she talks positively about it in the clip in the OP. In fact clip chains like this get the ball rolling. I think I saw in my recommended a clip of Mori addressing this clip from Pekora (didn’t watch it though). It’s up to them whether they reciprocate on this.
The way it adds up to me is that Pekora is interested in the rap battle collab with Mori (enough to bring it up on two separate occasions, once in a joking manner and another time considered more seriously), but is not confident in her rap abilities and thus is not likely to follow through. Doesn’t mean never, but as it it stands it’s not likely.
