They can't get any traction because the algorithm is flooded by clippers who are either scummy enough to use clickbait or just have refined their trade to the point they know exactly what to clip and what will get popular. The interns doing the official clipping are just bumbling around in their free time with no real economic incentive to do good.

youtube performs psyops and promotes clip channels for the sole purpose of undermining Cover Corp as a company.
so obviously, once cover tried to make clips too, youtube just manually took them out the algorithm. simple as.
