I think part of the problem is that early Hololive was always a bit of lightning in a bottle - disciplined enough that it avoided being ruined by social media poisoning, loose enough that the talents could still create very unique content. That's an incredibly difficult line to walk, and one that has no real objective measurement that can be referred to when new staff arrive in management. Lacking a clear method to maintain direction, it's only natural that as years go by an organization will trend towards complacent inertia colored by its cultural nature. So we slowly we descend into stagnant conservatism in the JP branch and lazy entitlement in the EN branch, as lacking direction they just sort of drift to reflect their basic zeitgeist.
tl;dr Don't blame the girls because setting and maintaining the direction of Hololive isn't their responsibility. Blame the useless, rudderless management.
