Why is she so flat? What are her arms so long? What is her hair so weird looking? Why are her legs so short and stubby? Why is her face normal sized compared to everything else?

It was probably something that started as a poorly done doodle, and Gyari drew a literal interpretation of the shitty drawing because "this is what you asked for, right?". Pikamee then loved it and started using it a bunch because her sense of humor is on the same level.
So it's basically a sequential line of trolling where the joke ends up being on you, the viewer.

It makes sense, the artstyle resembles Pika's drawings a lot, no wonder she liked it a lot. I find gyaru Tomo oddly cute too but her hair lost a bit too much fluff.
