As for the sub-culling, that's not really what people mean by "underwhelming", more like that Council generally doesn't really further and improve the Hololive brand (and sub-culls affected the other people during that time too, so it's not the end-all copexcuse just for Council), but they're not setting new records in other metrics like Superchats either. Of course, they're not a total write-off and "disappointment" either, that's only for Cover and their internal key performance indicators to decide, but outside of that, the fans (and apparently, other vtubers) are free to shitpost what they want about them.
