If you think the JP audience is better, it's only because you don't actually interact with the JP audience. If the EOP part of the JP fans are better it's only because there's less of them, larger fanbases will always be more cancerous by nature.

Female side of the fanbase has suffered immensely. There was always autistic moments but at least they kept diligently translating things when most channels quit, and kept fan fights mostly out of the public eye. Now with NijiEN it's massively tipped over to newfag central (even with JOP fans) and now oldfag and newfag arguments happen every day.

Nah, western livestreaming culture is a shit show. I'd agree with you if JP vtubing culture imported NND chat culture, but it didn't. Whereas EOP vtubing culture effectively imported Twitch chat culture, at least somewhat.
