There can't be a single "best" because there are so many categories of streams. For example I don't like game streams, but I don't mind collabs that are games, as long as they are bants-first, game-second.
But the variety is so wide it's silly to say there is a best across them. Even then there's a difference between things like karaoke and concerts, or game streams and endurance streams that just-happen to be games. How do you compare the #1 best Minecraft stream to Korone doing a no damage Kirby 64 boss rush? They're both games but so different that it makes no sense to compare.
Then there are series, whose value is in the whole experience. For example, no single Asacoco was "the best stream" but it ranks near the top for "best series".
And then there are skits and produced/edited content. My first oshi was Kaguya Luna, but she never streamed. That doesn't mean I don't think she had some of the best videos. She did, but they weren't streamed live.
So this is a poorly-considered question, but I don't hate this as an answer:
