It might just have to do with the girls themselves wanting to maintain distance from males because it's more profitable to provide that GFE fantasy to their viewers. If you see yourself as an idol then you'll build mental barriers to prevent interacting with males while performing your idol duties, even if the company doesn't have explicit policy against it. They don't want to disappoint their fans or cause drama afterall.
The best example might be how Towa got in all that drama over a male voice in her Apex stream, because she panicked and lied about it being a Cover employee. Then a year later she did a Christmas Apex stream interacting with her male viewers over voicechat ingame. Because it was with viewers it was beneficial to her idol image compared to interacting with a stranger or another vtuber.
