I don't think Council "failed". They're pretty average in most observable metrics (subgrowth, ccv, SC's, etc.), there's other talents/gens worse than them and there's others better than them.
Ultimately, whether Council is a "failure" or a "success" is only for Cover to decide (by whatever internal Key Performance Indicators they judge such things) and the opinions of anons from the peanut gallery have no bearing on that. Or to put it in another way, determining "success" or "failure" is just a matter of the expectations you hold them to. If you expected them to smash Myth's explosive growth, set new SC records or immediatly slot into the SSS-tier of Holos who can get 20k+ ccvs basically every stream, yeah sure their rather mid-tier turnout can seem like "failure" to you, but whose fault is that? Their fault, for not being able to meet and exceed your (pretty unreasonable) expectations, or just your own fault for expecting something so overboard?
Council is overall "fine" as it is. Yeah, they're not exactly setting new records, but they're not dragging down the average either. They do a servicable job in reinforcing the EN branch. The more interesting question is not how to change or improve Council (realistically, what you see now is what you're going to get, they settled into their roles and aren't changing much), but how Cover may change their approach for EN3. This is also btw a hint on whether they see Council as a "success" or "failure" - if they decide to bring in pretty much more of the same and are fine with another "average" gen, they must think the formula is working and don't need drastic shakeups. But if they change their recruiting approach and bring in some radically different types of people, they're maybe not too happy with how Council turned out and think they need to "do better" in the future (implicitating Council is not doing "good enough")
