>>2022685It isn't, it's just traditionally been an incredibly strong Pokemon while nothing else up there has ever been on the same level. Strongest Pokemon now is Great Grey Wolf Sif as I recall, mostly because it just gets a free stat boost for existing and has stupidly good stats and coverage.
That said, Rayquaza WAS the strongest Pokemon in singles last gen, mostly because its Mega was so fucking ridiculous. In fact, Mega Rayquaza is arguably the strongest Pokemon in singles that we've ever seen, it's hard to say for sure due to differences in mechanics over the years. Worth noting though that that it's the only Pokemon in Smogon rules to have been banned to its own tier, even RBY Mewtwo shared Ubers with Mew.
Of course, we don't actually know what teams they're all using, so for all we know everyone is packing some absurd uber tier Pokemon in their team and this is all a moot point.
