Other than her hair color and feather earrings, Kiara has literally nothing in her design evoking a phoenix. All Gura has is a trident staff.
Furthermore, the relationship between these characters is tenuous at best. The premise of "detective investigating mythical creatures" is on its face flimsy. Why is Ame a detective? Shouldn't she be some sort of researcher instead? Are the other Myths committing crimes? And the mythical creatures in question, do they interact in any meaningful capacity?
This setup could work for a more broad cast, like if for example all of Hololive was developed in this concept. But for only five characters, the gap between their domains and lack of connection between their activities in-lore makes the group as a whole feel lacking in a cohesive identity.
Council was much more successful in this regard, being grouped together as an organization with a unified goal. Even though their individual themes are all very different, the context of the Council brings them together in a way that feels natural.
Though I do think Bae is a bit of an outlier without some Order-type member to balance her out.
