There is very little input from the fresh talents themselves at this stage in the design process yet. Aalso most of them, being just introduced to the golden ticket that is Hololive, are still in insecure/starstruck mode and don't yet have developed the confidence to speak up, argue or make demands (only a select few hires who are either hotshots or have pre-existing clout can actually pick their model or make custom-order adjustments before debuting), but with growing tenure the talents get more and more say and control over the added customizations for their model, for example input for new outfit styles that better reflect their actual tastes etc.
