HoloEN launched to the fanbase Hololive already had a the time, and then Gura went viral as fuck, with enough momentum to speedrun hardcarry the entire branch for roughly a whole year. However, after that's tapered off (she's still doing fuck you numbers, but they're not as absurd as before) it's like they ran out of ideas to keep the momentum going. The most they do is...individual HoloENs tweet things...inconsistently? The sponsorship HoloENs do get seem to be mostly about dragging the HoloEN audience into the sponsor, and do little to drag the sponsor's community into Hololive - except possibly the Eternal Return one of all things possibly dragging more KR into the Holosphere.
By contrast, HoloJP is paying out the ass for big sponsorships, big collaborations, big events, big advertising, you name it. A ton of people wandered into the rabbit hole through the Azur Lane colab, for example. Or even dancing around as the mascots for Curry Meshi. Never mind the 3rd Fes advertising blitz. They're getting their names and faces plastered all over Japan, and beyond.
NijiEN's basically HoloEN without the Gura hardcarry, and NijiEN girls were kinda a neutered precursor to Council + Hope, where they were mostly tapping into the dormant existing fanbase, while doing little to expand borders. Luxiem managed to mini-Gura with the rich fujos (numbers say Luxiem are top Nijis) but it's plain as day that Noctyx didn't duplicate it. And I don't see a plan by NijiEN males beyond "milk the fujos before they get bored and leave," what with the event spamming.
So basically, corpo EN needs to pay someone money to slap their faces on someone else's IP in not-Asia, marketed at an audience that isn't already deep weeb (and thus already aware of ENtubers). IE, Gawr Boost Drinks aren't good enough. Maybe it's hard to sell anime girls to puritans, but there are other ways that should be reasonable, like digging up perms for Gura to cover a classic English song from the 60s-80s or something.
