They buffed some of the spells because they weren't that good compared to the basic pebble, but still most of the changes where just slightly lowered FP costs for better efficiency. It doesn't change the fact that you get to just stay back at a safe distance, or even keep kiting on a horse while throwing spells from a distance, never really putting yourself in danger.
Hell, playing an int character is still extremely good even if you don't use spells, since there's a lot of int scaling weapons, and infusions are simply powerful, especially the frost ones.
