Here's how they do it, if someone from the wrong gender applies and actually outperforms everyone else, then sure they're the best person for the job, but they're also necessarily a great person for a job in the other branch. In fact they'd be even better in the other branch. So it's not discrimination to turn them down and call them back for the other branch, it's actually the right choice. Ass legally protected.
