Illutrators more or less only draw "still" pictures. They can be beatiful and shit but they're essentially what you'd see from a photo. A captured moment in time.
Mangaka on the other hand draw dynamically because there's a story to tell. It's a "moving" picture, oftentimes split into panels and pages. They're also trained in type-setting JP characters (characters as in kanji and kana) and effect-drawing (that vertical lines on the corner of a panel to show sadness for example) to set the mood. They can also draw "still" pictures if they want, usually for their manga tankoubon covers.
That first Gamma-sensei illus is definitely a manga panel and not a work of a mere illustrator. You can see by his "excitement" lines and his big speech bubbles with that cartoony smile, that he's telling you he's excited to debut.
Not to overhype him as there's still much to uncover, but I'm happy if he can deliver as an actual mangaka because I can nerd out a bit.
