A Lolita is simply just a young girl, or in some cases a woman who looks young because of the aesthetics of anime. Complex just means that you're infatuated with it. Doesn't have to be sexual either.
So, the definition is basically someone who is infatuated with young or young looking anime girls. Already, it can't mean pedophiles because for one, a pedophile needs to be attracted to real children. Loli obviously doesn't mean children either, since Lolibaba and legal loli is a legitimate trope used with many different facets to it. I'm also pretty sure the lolibaba bible, "Towako" is like an offshoot of comic LO, too. Towako simply wouldn't exist if they really do believe loli=child and pedophile=lolicon,
