By definition being an alcoholic means you're addicted to the stuff. Each day, after a night of being black out drunk you get up in the morning(?) and first thing you do is get some beer to ease the headsplitting hangover. That's alcoholism and that's definitely not Mori.
Mori drinks socially, like today, to celebrate a job well done. With friends, with colleagues, like any other normal person. When she drinks alone, it's to keep inner demons at bay, and she never talks about them, but she has a lot of those. Let her have that.
The health problem was unrelated to alcohol. She did a thing and doc said she'd recover faster if she stays sober.
Her decision to drink less on stream was because people kept saying she's an alcoholic and that really ticked her off. She read a comment, something like "She drinks so much because she can't be entertaining sober." and that REALLY pissed her off. She started drinking way much less on stream since then.
Also, she has a high tolerance to alcohol, it's just genetic, some people can hold their liquor much better than others. That's where "40%" comes from. NOT from drinking so much she's desensitized to it by now, it's just how she is.
