Looks are good but beyond a certain point they don't add anything. There's a certain baseline quality that once they get there they're good.
But the voice, and the charisma, the talent or training to have an attractive voice that you can hear for hours even if you don't understand the language, and keep it consistently interesting and at the same time varied. That's the real skill there.
A lot of people think they can be vtubers and all you need is a png and being good at games. No. You need to be entertaining. And I'll be honest many chuubas are boring, annoying, or even disappointing.
