Combine these two concepts. Normal girls who, when they need to (like when dealing with the overpowered gods in Myth and Council), can transform into cool magical girl forms. Each one can have their magical girl form based on a different series (Sailor Moon, Precure, Madoka, etc.).
That means giving them each two outfits at debut (normal and magical girl).
