Instead of finding groups working on their own, they find members that work well with existing members and make them the part of their lore/theme, slowly building a small world around each myth, while specifically picking people with attitudes fitting or contrasting well with the Holo themselves
so for example Mori getting a ghost girl who's a great singer that can do opera/rap duets with her, Kiara gets a rival for Pekora/Calli's attention, Ame gets an assistant investigator that they do weekly/montly themed 'research streams' on other Hololive members with, Ina gets AO-chan (and then members of Mythos beastiary), Gura either gets sea-themed ones or hero themed ones that build a ' vtuber justice league' around her
