It all comes down to how low effort react content is to consume, not how low effort it is to create. Most people spend inordinate amounts of time watching random YouTube videos anyways, so tuning into react content isn't even changing what you're doing, it's just getting the pseudo parasocial feeling that a friend is doing it with you.
Meanwhile video game content is more difficult to consume because it's less engaging (brain need dopamine), different from what you'd otherwise be doing if not watching, and suffers from the fact that you'll miss context if you jump into it halfway.
